Chapter 07
Product Category Gates
GPSR does not replace specific regulations. A general marketplace cannot open a category just because a product card has a "manufacturer" field. For each category, the operator approves a list of required information and evidence, and then checks it before publication.
| Category | Main additional requirements | What the platform blocks without proof |
|---|---|---|
| Toys | CE marking, conformity assessment, EU declaration, age warnings, and identification | publication without CE/declaration/warnings appropriate for toys |
| Electrical and electronic equipment | relevant CE regulations, electrical/EMC/RoHS safety, WEEE/BDO, energy labels where applicable | import without an EU entity, lack of declaration, BDO number, or mandatory label |
| Batteries and products with batteries | battery regulation, markings, safety, EPR/BDO | offer without battery type, information, and proper registration of the responsible entity |
| Cosmetics | responsible person in the EU, CPNP notification, safety assessment, INCI, warnings, and compliant marketing claims | "homemade" cosmetic without a responsible person and documentation |
| Food and supplements | food business registration, information on ingredients, allergens, nutritional value, shelf life, origin, and prohibition of misleading claims | sale without complete labeling and a proper food business operator |
| Food contact materials | material compliance, appropriate declarations/migration tests, conditions of use | cup, dish, or packaging without proof appropriate for the material and intended use |
| Medical devices | MDR/IVDR, CE, authorized roles, information, and advertising restrictions | medical device without a complete conformity pathway; the category requires a separate compliance owner |
| Chemicals, candles, detergents | REACH/CLP or product-specific regulations, classification, label, warnings, notifications where applicable | product without composition/classification and labeling required for the risk |
| Textiles and footwear | fiber/material composition, identification, safety, and consumer information | generic description without required composition |
| Personal protective equipment | relevant PPE regulations, CE, declaration, and instructions | helmet, protector, or similar product without a declaration and proper marking |
| Products for children | higher risk assessment, warnings, standards, and product-specific regulations | automatic publication without manual category control |
Category opening rule#
- The category owner describes the products and typical risks.
- A specialist indicates the legal acts, evidence, public information, and rejection criteria.
- The platform adds required fields and the ability to attach documents to the offer/seller. In MVP, it can use an existing file storage and manual validity status; a dedicated repository and automatic reminders are a scaling stage.
- The operations team receives simple instructions with examples.
- The category undergoes testing with real offers, including imports and handmade items.
- Only then is it available to sellers.
